Actually, I have my own theory on terrorists. If they try to frigthen us, and we don't back off (not a step!): then at one point, these terrorists will get angry and desperate. This is the point where they will get messy with their plans and prone to mistakes. This situation could lead into exposing themselves more easily.
However, if we show them that we are panicking and frightened, these terrorists will get more motivated. Thus, this will give them extra 'momentum' to carry their acts more careful and properly planned.
That was exactly what happened in Bali. People there are so poor that they can't afford to stop 'living normal life' just because of the incident. So, these local people have no choice, but continue living their normal routines. Most of the tourist scenes/attractions were operating as usual (except for the places that directly got bombed). This annoyed the culprits (because their main intention was to sabotage the Bali tourist industry). They tried to initiate another attack, which was poorly planned. This had led into tracing down all the important people behind the evil acts (in less than a month!).
