In general, yes, but not always. Sometimes what people mean is "the winner
in terms of X or Y". The reality is that the winner is the winner of the show, and of course that can't be disputed.
When people then conditionalise the winning (if such a word exists) into statements like "X is the
real winner because s/he's made the most money/had the most partners/had the most exposure/vomited/cried/argued the most times in public..." then it means you can term any of the housemates any kind of winner.
I would dare to say that Jade's
some kind of winner (perhaps in terms of contentment, perhaps financially), because she freely admits that she has no actual talent or reason for being a schmelebrity, yet she's making a decent living and appears to be happy doing it. I would say that Ray is
some kind of winner (again because of contentment and other factors) because he has great fun doing a job that he enjoys, aside from which he was voted 6th most popular housemate, and is a great guy. Kate, apart from being
the winner, is
some kind of winner (perhaps in terms of talent) because she managed a turn at Edinburgh, and has such a great smile.
People can place housemates as winners in various 'categories' and term it how they like. I'm sure what they mean is "the real winner in terms of..." and for me, Kate will always be the winner of BB3.
