That was an unexpected touch. There are some sliding doors at the foot of the staircase, and they've closed. Stop anyone running up and down like silly so-and-so's - AND could be hiding a room up there ?

I bet they hid the stairs so when the HM go out the door on evictions the remaining Hms can't hear the noise from outside :x they don't like the HMs getting any ideas over public opinion
