Moreno-Ocampo is relentlessly optimistic about the value of his job - to punish criminals involved in massive crimes where states will do nothing - but how effective the ICC can be is doubtful when it doesn't have a police force to enforce its rulings, or when many developing nations see it as a tool of the West. But it doesn't deter him from issuing arrest warrants for the likes of Sudanese president Omar Al-Bashir or Libyan leader Gaddafi , or bringing Congolese fighters to trial.
