I am very confused regarding "teen bb"

I have read that it is for 18/19 teens?

I have read that it will be for under 18's as an educational experiment?

I have read it is not legal to video under 16's?

Has anyone heard of conflicting teen rules?

Not quite sure what it's about, but all the contestants are 18 years old.
Should be, erm, interesting!
(Although not as interesting as it would have been if I hadn't been 12 days too old for it, )
