Paul's odds were lengthened over the weekend from 7/4 to 9/2, while Fran Cosgrave has gone from 50/1 to 14/1.
A Sky Bet spokesman said: "Paul has played a very clever game but Joe fan's have not yet come out to vote in force.
"A large number of casual, final-only voters won't want Paul to win because of his constant references to Diana.
"The majority look like they'll fall on Joe's side."
The three celebrities will take part in one last Bushtucker trial before the winner is revealed.
