A 79-year-old woman who growled "like a dog" while harassing her neighbours in a boundary dispute has been sentenced to a five year anti-social behaviour order.

Silver-haired Dorothy Evans, who was once branded "the original neighbour from hell" by a judge, caused misery to the couple living next door by "ranting, raving and being uncivil".


Magistrates in Blackwood, south Wales, banned the 5ft pensioner from causing "alarm, harassment or distress" to anyone in the county of Gwent for five years. She was also fined £300 and ordered to pay £300 costs.

The court had heard that Evans shook her fist in neighbour Gemma Stafford's face and poked her husband Leon in the chest during a series of disputes over the boundary between their two properties in Park Crescent, Abergavenny.

The pensioner, who said she had lived in the street for 54 years, had denied harassment and criminal damage - but was found guilty of both charges today by the magistrates.

The court heard how she would fly into rages at the couple, hurling abuse and striking out at a tree with her spade.

On one occasion, the court heard, she hit her side of the wall with a hammer just inches away from the head of Mrs Stafford's father-in-law.

She also smashed a fence panel and took chunks out of the couple's wall with a sledge hammer.

On one occasion Evans jabbed Mr Stafford in the chest, telling him: "You are not a real man."

Describing one meeting with Evans, Mrs Stafford said: "She had her arms outstretched, fists clenched and she was looking in my face and she started growling like a dog - that is the only way I can describe it."

ASBO for knicker nudist



A MAN of 60 ordered to stop going nude on a beach slipped on a tiny pair of heart-shaped see-through women’s knickers, a court was told.

Judge Anthony Scott-Gall told the persistent flasher: “This was a grotesque spectacle of an ageing exhibitionist. It’s not clever.”

Bald Richard Stofer, of Eastbourne, East Sussex, has previous form for indecency.

He admitted four counts of exposure and was given a five-year ASBO at Lewes Crown Court.

NO ASBO ON PROTEST GRAN

A JUDGE yesterday refused to slap an Asbo on a peace campaigning grandmother.

Lindis Percy, 63, was convicted of obstructing the road and police at a US early warning listening base.

But District Judge Roy Anderson said: "Courts ought not to allow anti-social behaviour orders to be used as a club to beat down the expression of legitimate comment."

Instead he tagged Mrs Percy, of Hull, and gave her a night time curfew to keep away from the base at Menwith Hill, North Yorks. She will appeal and said: "This is political." Mirror

A man who was given an Asbo for putting up a sign in his pub car park, saying "porking yard", is at the centre of another controversy.

Magistrates handed Leroy Trought a two-year Anti-social Behaviour Order in March after complaints from Muslims.

His pub, The Swan With Two Necks in St Judes, stands next to a Somali mosque.

Magistrates ordered him to change the wording of the sign to "parking yard".

Now he has caused another upset by opening up a burger van called the Asbo Snack Bar.

Mr Trought, 43, says the name was intended as a joke.

"I'm known round here now as the Asbo kid so I thought I'd have to name this place on the Asbo theme," he said.

"It's certainly not meant to be offensive. I was going to call it the Porkies Snack Bar."

He says the snack bar, which is open from 8am to 2pm, has been doing a roaring trade.

"There's a lot of building work going on in the vicinity at the moment and we've been rushed off our feet."

Inspector Phil Davis of Avon and Somerset Police said: "If Mr Trought does breach the terms of the Asbo he potentially faces a custodial sentence."

Police could take out Britian's first gay ASBO's to stop homosexuals "cottaging" at notoroius murder scene.
There have beenn hundreds of complaints of men meeting for casual sex in a lay-by on the A11 near Thetford in Norfolk.

Angry parish council chairman Bill Capley said: "There are condoms on hedges, it's disgusting."

Children with autism the target of ASBO's

Chilrdren with autism and other brain disorders are being targeted by the government's controversal anti-social behavour orders according to mental health experts and criminal justic professionals.
In on ecase ihn the South West, a 15-year-old boy with Asperger's syndrome, an autistic disorderr, was given an ASBO which stated he was not to stare over his neighbours' fence into their garden.
The young man concerned had noprevious criminal convictions,but if he breached the order by continuing to star; he faced a costodial sentence.His case has benn taken up by the British Institute for Brain Injured Children.
In another example, discovered by BIBIC, an ASBO was given to a 15- year-old with Tourette syndrome, whice can involve an inability tostop shouting out profanities. The order banned the teenager from swearing in public, something made impossible by the gravity ofhis disorder.
Another casein the Midlands had the authorities apply for an ASBO for a 12 -year-old girlwith Asperger'swho had been swearing in the street,it later emerged that she had heard her parents arguing with neighbours and had simply mimicked them.

The spokewoman for TheBritihs Institute For Brain Injured Children,Pam Knight said: "It appeared that the public phrash "zero tolerance" wasbeing taken literally and effecting their children unfairly. This is zero tolerance gone potty."

Harry Fletcher,Assistant General Secretaryofthe probation union Napo,said: " It is imperative that the home Office review the workinh of ASBO's without delay."

Girl's ASBO aged just 11


AN 11-year-old has become the youngest girl to be hit with an Anti-Social Behaviour Order.

Siobhan Blake, just 4ft 3in, terrorised neighbours by throwing stones and eggs, spitting, swearing and wrecking gardens.

But her mum Jodie, 30, blames the police, the council and the Prime Minister and said: “I think she is very misunderstood.”

JPs acted with the two-year ASBO after countless complaints in the seaside town of Hastings, East Sussex.

Siobhan has also been suspended from school for smashing windows.

She admitted: “I’ve done the school and I go in people’s gardens. I have a sip of dad’s Stella when he’s not looking and I did smoke — but not now. It made my throat hurt.”

Jodie has four younger kids and been given a Parenting Order making her responsible for her daughter’s actions.

But she was keen to blame the health authorities for failing to diagnose her son Floyd’s ADHD, which she says has disrupted the family.

Floyd, 10, has been asked already to sign a behaviour agreement with social workers.

She said: “This all came about when there was damage done to the school, but it was her brother who did it. Because he couldn’t be prosecuted it came down on Siobhan.”

Mrs Blake is separated from Siobhan’s dad and lives with unemployed David Judge, 33.

She said: “There is also nothing for the kids to do around here. I can’t say Siobhan’s an angel but this is all negative.

“It’s making her teenage years harder than they have to be.” Sun
