Householders have been told to stop putting their rubbish in wheelie bins - because dustmen might injure their backs lifting out the sacks.

Instead, residents must place their bags directly on the street for collection by hand.

The health and safety ruling by council officials in Portsmouth has caused fury because household waste is collected only once a fortnight.

Residents claim sacks left in the street can be ripped open by scavenging animals, turning their neighbourhood into a rubbish dump.

If I didn't know, I'd have assumed it was lame bit of satire about how councils/the public service operate these days.

Can you imagine, being a refuse collector, and they expect you to actually pick up the bags. Ohh the shock of it !

In Jersey you have to have a wheelie bin, or they won't take away your rubbish. The bin lorries have gadgets at the back of them, which pick up the bins and empty them into the lorry, so the binmen don't injure themselves. All they do is wheel the bin over to the lorry and work the levers.
