A mother who said she has no time to discipline her daughter - suspended from school 12 times - because she works nights has blamed her teachers.
Over the last 10 months, Samantha Holt, 10, has been suspended from Siskin Junior School in Gosport, Hampshire, for a number of incidents.
She has climbed on the school roof as well as brandished a pair of scissors.
Hampshire County Council said a range of ways of dealing with Samantha's behaviour has been undertaken.
Her single mother Tracy Holt, who works night shifts at a petrol station, said teachers should "control the pupils".
Mrs Holt, 40, of Guildford Court, said suspension was seen by the children more as a "treat" rather than a punishment.
"I am fed up with the number of exclusions, I can send her to school on a Monday and she's sent home for the rest of the week," she added.
"The teachers aren't doing enough, they need to be stricter. I have given them permission to be harder on her but they can't because of the times we live in.
"The children intimidate the teachers, so the teachers should intimidate them back.
She said children behave badly so they will get sent home.
"[But the school] shouldn't exclude them but they should make them stay in the school and do things like picking up litter," she continued.
Teachers' responsibility
"Because I have to go to work I don't have time to be strict."
"Some people say it's the parents' fault but it's not. When your child goes out of your house and into school they are in their teachers' hands - it's their responsibility."
A council spokesman said one-to-one support sessions had been held with Samantha and her mother to try to "address her behaviour".
She added the exclusions were "necessary" when Samantha's behaviour had become "unacceptable and disruptive".
"Sam has been excluded 12 times since February this year," said the spokeswoman.
"Alongside the fixed-term exclusions, she has also received a range of support services to help her with her behaviour.
"Some have been one-on-one and her mum has come in as well to help her with her behaviour but clearly some of her behaviour has been quite extreme and those have led to the exclusions."
