Pedestrians are understood to have been killed by a van driver said to have deliberately driven at adults and children in west Cardiff, police sources said.
The driver is believed to have hit 12 people at five or six different sites in Ely and Canton between 3 and 4pm today.
The number killed was originally said by sources to be as many as four, but it is now said to be fewer.
In total, the Welsh Ambulance Service said there were 12 people injured. A police press conference is set to be held at 7.30pm.
