It's not even as if Siavash's "morals" about nominating are consistent. He managed to nominate Bea and David in week 10

Marcus knows Siavash is a bullshitter and I think he would defiantly have a good chance of winning if he exposed Siavash himself instead of doing what he usually does, gets someone else to do his dirty work.
It would appear BB is spinning in favour of Siavash, but that could be to generate more phone votes because they know Marcus is more popular.
