The Sun article makes it clear that that isn't the final line up and that the Ultimate Champions part could include ex-housemates not shown in the picture.

Seems too many to me, 17 plus B11 winner for a 2 week show!
But I guess if the rumours that the public vote in some HMs are true then it'll be less than that.
