Are you after a smallish personal website or something bigger?

If it's the former (and you have no html knowledge etc) then something like google pages might be best.

As it says:

Quote:
* No technical knowledge required.
Build high-quality web pages without having to learn HTML or use complex software.

* What you see is what you'll get.
Edit your pages right in your browser, seeing exactly how your finished product will look every step along the way.

* Don't worry about hosting.
Your web pages will live on your own site at http://yourgmailusername.googlepages.com

hope that helps :D

If you can use a word processor program then you can design it easily using FrontPage Express but I won't use it to upload it to you webspace.

A lot of ISPs or space providers have a method to make uploading the page and pictures easy using an on-line service called WebFTP (Tripod / Lycos are ones I know of). If you have the software you can use an FTP program on you PC.

I use Frontpage as an editior then use CuteFTP to upload the pages and any images. I also use the built in scheduler to upload weather info (every 10 minutes) to a dedicated weather site I run.

Really it can be as easy or as complicated as you want depending on what you want to do and include on your site.
