Can anyone explain what Mikey is doing?

He's stood there 'looking on' at the HM's routine but for all he knows they could be sat down and simply be tapping their feet. He wouldn't know would he?

Maybe he is there as some sort of motivational speaker. Unfortunately for him, he's only serving to motivate them to shove that megaphone where the sun don't shine.
