I'm sorry, but this woman really does seem thick, even though the article desperately tries to make her sound like she's not.

There are likely some other concerns at foot here. If they let her take the kid home and it became another Baby P everyone would stop sticking up for Ms Thicko and start whinging about "how it could possibly have been allowed to happen".
